University lecture capture policy update

Text of email sent to branch members by branch vice president Chloe Wallace on 23 July 2020 Dear members I’m writing in relation to the new Audio-Visual policy which was pushed through Senate on 1st July. The policy was presented to Senate and pushed through without a vote, despite a number of senators expressing reservations about it. This is an undemocratic process used by the University’s most important deliberative body about which we have grave concerns. As you know, UCU were consulted on this policy but we remain unable to agree it fully. Nevertheless, as a result of that consultation the University made some important changes to the policy which are welcome insofar as they improve the position and rights of staff in relation to recordings. As such, we wanted to draw your attention to elements of the policy which you can use to protect your work, as well as ones which we are keen to monitor. As far as control of your recordings are concerned, the policy is clear that the person being recorded is to be the content owner of the recording. This means that if your lecture is recorded, you should have control of it on the system and others … continue reading

Lecture capture policy: update

I am writing to update you on the situation in relation to the University’s proposed new Audio-Visual (lecture capture) policy. Thank you to all those who took the time to give us feedback on the proposals: if you have not already seen it, the summary of feedback is here: Thank you also to those who attended our General Meeting on the topic. You can find the text of the motion passed at that meeting here:  In response to our concerns, the university has made some changes to the draft policy. There is a welcome change on wording around performance management, and some movement on the issue of ownership. Consultation on changes to lecture capture policy

As members will be aware, the university is proposing to introduce a new policy on audio-video recording  (lecture capture) and has consulted UCU on its contents. Many thanks to those members who responded to our request for feedback: you can find a summary of feedback here. As you can see, a range of views were expressed and the feedback was really helpful to help us understand the wider implications of the policy changes and the attitudes of members towards it. Many thanks also to those who attended our General Meeting on 12th May. We took all the feedback we received, the motion that was passed at the General Meeting along with advice from national head office, and compiled a document to send to the university – you will probably need to read in alongside the original proposed draft. Broadly speaking, our position is that we support drives towards inclusive education and particularly appropriate support for disabled students, and we recognise that many staff consider lecture capture to be a useful part of their pedagogy. Lecture capture policy: summary of feedback

Summary of informal member feedback on the senior management proposed changes to the lecture capture policy The general policy on recording and the loss of the automatic right to opt out Significant unease about new point 6: using lecture capture material for performance management. This was by far the most common point made in this section. The caveat ‘routinely’ does not reassure staff and the belief that they are under surveillance through lecture capture is making staff far less comfortable with being recorded. A concern frequently raised is that of student complaints that are unreasonable and/or politically motivated, and the implications for academic freedom. Staff warn that this provision could have an inhibiting effect, making them more likely to lecture from a script and less likely to teach in a more interactive, relaxed and personal manner There is some concern about bullet point 5 and the ability to make recordings available outside of the learning and teaching context in which they were made. This causes anxiety about using captured lectures inappropriately, to replace absent staff, striking staff or staff who have left. Branch position on lecture capture (and move to online teaching)

Members agreed the following motion at the emergency general meeting on 12 May and the annual general meeting 14 May 2020 in response to the changes to the University of Leeds policy on recording of lectures. See also the detailed submission sent to senior management at the start of the consultation This branch notes That at the start of May the University began a consultation of members about the change to the Audio Visual Policy 2014. That the UCU had already passed a motion on lecture capture in the academic year 2019-20 expressing many concerns about its use in teaching and highlighting the inappropriate use of lecture recording by management to carry out disciplinaries against members of staff  by ‘fishing’ for evidence from the recording rather than starting disciplinary following students complaints. That the new policy further expands and legitimises management use of lecture capture to carry out performance management and disciplinaries in breach of the local agreement reached with UCU that audio visual recording will not be used for this scope. The implications of the new policy in terms of increased workload for staff (producing and editing the audio visual material) are missing from the policy which shows little … continue reading

Jeremy Toner

With great sadness I’m writing to inform you of the awful news that Jeremy Toner has died of cancer after a short illness. Jeremy was our first openly-gay local president, then our treasurer; he was one of the activists who transformed Leeds AUT/UCU into a branch that actively fought back against managerialism, marketisation, casualisation and injustice. Above all, Jeremy was a truly kind and considerate person, loved and respected by many and he will be greatly missed. Formal dispute lodged over Medicine and Biological Sciences potential redundancies

UCU has formally lodged a dispute with University of Leeds over potential redundancies in the Faculty of Biological Sciences and the School of Medicine. Full text of the dispute letter: Declaration of dispute Professor Simone BuitendijkVice ChancellorThe University of LeedsLS2 9JT 15th January 2021 Dear Professor Buitendijk Re: Declaration of dispute – Risk of Potential Redundancies in the School of Medicine & Faculty of Biological Sciences I wrote to you on 7th January registering a failure to agree on the following issue(s): Failure to rule out the need for compulsory redundancies. Failure to provide full financial transparency and disclosure regarding the need for financial cuts in the School of Medicine and Faculty of Biological Sciences and opportunities to consult about alternative strategies that could protect jobs. Petition against redundancies in Biological Sciences and Medicine

Please sign and share this petition link with your contacts in Leeds and beyond. Anyone can sign – universities are for the whole community. University of Leeds senior management are insisting on reducing staff to cut costs in the School of Medicine and the Faculty of Biological Sciences, and they refuse to rule out compulsory redundancies. UCU reps have argued the widespread belief that the university’s opaque funding allocation model under-funds many STEM* subjects which are more expensive to research and teach, and called upon the senior management to be more open about the funding model and improve its approach, to properly fund all subjects instead of cutting jobs. Update: UCU has sent a formal letter to the VC to register a dispute with the university. You can read the full text of the letter here. No to all job cuts at the university!

Email sent to branch members 11 January 2021 As you are probably aware, the university started a voluntary redundancy scheme in the Faculty of Biological Science and the School of Medicine last semester and the deadline for applications to the scheme has now passed.  For more on the history of this, see the leeds.ucu.org.uk article: http://www.leedsucu.org.uk/vls-in-fbs-and-medicine/    Here is what has happened since we wrote that article:  Our regional UCU officer wrote to the VC to ask that compulsory redundancies are ruled out  The VC replied to say that she was unable to rule out compulsory redundancies   Our regional UCU officer replied with a ‘failure to agree letter’ saying we will not accept compulsory redundancies and asking to pause the consideration of any further voluntary redundancies until we are out of the current COVID crisis and until we’ve been properly consulted with full financial information.  If an assurance cannot be given by the end of Monday, the regional officer will send a letter, entering into dispute with the university.  We’re planning a press release to make public that the university is planning to get rid of staff in some of the areas that might be considered most essential at this time.    We’ve also … continue reading

Supporting schoolteachers by reducing university workloads

The UCU branch committee sends our thanks and support to schoolteachers in the National Education Union whose refusal to work in dangerous conditions forced the government to move more quickly in moving most school teaching online. Their action has made us all more safe. The government has left continuing confusion about who should be working and who should be able to send their children to school, and what should happen when people who shouldn’t send their children to school are required to work. As a result, school attendance has been much higher than during the first lockdown meaning that teachers are less safe and the curb on the spread of the virus will be less effective, placing all our communities at further risk. It is vital that university staff with school-age children can play our part in keeping school attendance low. Therefore, the UCU committee has written to the vice-chancellor and spoken to senior HR managers about the need to reduce workloads and extend the availability of special leave for staff whose role is not critical for the health or wellbeing of students, staff or society.
